The object of Priest's invention "is to improve shearing devices which are allowed to receive universal motion in the hand of the person using them - first, by applying two or more independently-adjusted cutter-carrying arms to a vibrating bar in such manner that the cutter will be held down squarely upon the comb-blade and allowed to adjust themselves thereto..."
