The design of Hunter's invention "is to enable hand-satchels to be easily and quickly attached to a car-seat, a shawl, an overcoat, or other like article, so as to prevent its removal during the temporary absence of its owner; to which end it consists, principally, in combining with the handle of a satchel a safety-chain, which, at one end, is attached to or upon said handle, and at its opposite end is provided with a hasp-lock..."
