Hotchkiss declares in his patent application that “The invention consists in providing a torpedo-boat with floats and with means of sinking and raising it, whereby it may be sustained so as to float upon the water or when mainly submerged therein. It further embraces novel means for raising and sinking the boat and novel constructions of its floats. (Patent Number 278,708)
